About
- On this page
Alcove is built at the Massive Data Institute (MDI) at Georgetown University's McCourt School of Public Policy. MDI connects computer science, data science and public policy to research that improves people's lives, and the U.S. Census Bureau has designated it a Federal Statistical Research Data Center.
Alcove grew out of a proof-of-concept data exchange with six California Continuums of Care (CoCs), and is open source under the Apache License 2.0.
The team

Vince Dorie
Senior Fellow, Massive Data Institute. Profile
Vince built Alcove and is the technical architect for its roadmap. At MDI he rebuilt the Secure Query System, which evaluates program outcomes through privacy-preserving queries of IRS data. Before MDI, he spent five years as Principal Data Scientist at Code for America, linking records across safety net programs (he coauthored the Summer EBT Playbook) and building tools for impact estimation and outreach. At the California Department of Justice's OpenJustice initiative he built tools to de-identify data for public release, and at Columbia and NYU he wrote software for Bayesian machine learning that won the Atlantic Causal Inference competition several times and is still widely used in R. He has written privacy-preserving data sharing tools in JavaScript, C++, Python and R for safety net, health care, justice and tax data.
Ph.D. in Statistics, Columbia University; B.S. in Computer Science and M.S. in Biomedical Informatics, Stanford University.

Eric Giannella
Associate Research Professor, Massive Data Institute. Profile
Eric leads the proof-of-concept exchange with the six California CoCs and advises academic, nonprofit and government partners on synthetic data, secure data linkage and de-identification. He was Senior Director of Data Science at Code for America, where he helped state agencies use data to establish eligibility, built data sharing and linkage pipelines across safety net programs, and worked on dozens of data sharing agreements.

Amy O'Hara
Research Professor, Massive Data Institute. Profile
Amy works on data governance, record linkage and privacy-enhancing technologies (PETs), leading projects with RWJF, Walton and Gates to expand their use in government and nonprofits. Her student-privacy projects in Nebraska, Arkansas and D.C., and her linkage of human services and justice data in Connecticut, are models for other sites. She served as technical infrastructure lead of the Advisory Committee on Data for Evidence Building.
